A "round-robin" maxi-series, wherein the first writer set up the story, and ended it with at least one cliffhanger. Each subsequent issue was written by a different writer, leaving cliffhangers for the following writer. The writers weren't allowed to communicate with each other. It was up to the incoming writer to solve the cliffhanger and progress the story.

Another catch? The writers couldn't feature characters they were currently writing. For instance, Doug Moench, writer of issue #3, was also writing Batman, so Batman barely made an appearance in issue #3.

The result was a mixed bag, with issues as individual as their writers.

In the hindsight of the 21st century, it feels very like the last hurrah of the pre-Crisis DCU, very much a testament to the creative glory, and logical mess, that the Schwartz/Weisinger/Ellsworth DCU could often be.
