No superpowers. However, the Scourge does use disguises to get close to his targets and uses firearms with armor-piercing explosive bullets.
Unlike the Punisher, who targets all criminals, Scourge targets only costumed criminals (super-powered or not). The reason being, in his words, is that they are "the most flagrant perverters of justice". When confronted by Captain America, who tells Scourge that he is acting as "judge, jury and executioner", Scourge replies that he only targets those who have been convicted of crimes before.
The Scourge's first victim was Enforcer. After that, he goes on to kill 25 more criminals across the vastness of the Marvel Universe:

His biggest (and final) kills would be at The Bar With No Name in Ohio, where he would kill 17 of the 18 criminals present, who, ironically, were gathered there for a meeting headed by Gary Gilbert to discuss the recent deaths of criminals at Scourge's hand (Scourge was disguised as the bartender). The Ringer would be the only survivor (A.I.M. turns him into a cyborg named Strikeback).
After the massacre at the bar, Captain America, who has been investigating Scourge's recent killings, disguises himself in the costume of Mirage. After having the local police plant a news story regarding "Mirage" surviving, Scourge locates where he is. However, Captain America tricks Scourge and eventually subdues and unmasks him after a brief foot chase. While being interrogated by Cap, Scourge is shot and killed by a shadowed figure who hid in some distant trees, who then shouts "Justice is served!".
Always proclaims "Justice is served" after each kill.
