Starfleet or not?

The question of whether she's an actual part of Starfleet is an open one. There's enough evidence in the series, Voyager, to suggest that Janeway made her at least a brevet NCO. It's equally clear that Janeway would have left it entirely up to Seven of Nine to decide what to do with her life when they got back to Earth. The special circumstances of the Voyager experience make it difficult to put her neatly into any one category.

This, though, was the explicit point of the character: she was an individual--not entirely Borg nor Starfleet.

Still, given that the last few episodes of Voyager indicate that she and Chakotay were having an affair, it seems reasonable she would have been influenced by his later choices. He certainly could have slipped back into the mainstream of Starfleet, with Admiral Janeway's almost-certainly glowing recommendation. But he, too, might have been a bit of a rocky road after returning, due to his mutinous defection to the Maquis at the outset of Voyager's long journey. It's just as possible they ended up farmers on whatever colony Chakotay called home before Voyager--in which case she wouldn't be properly thought of as having been a part of Starfleet.

According to the Pocket Books "relaunch" of Voyager, however, she in fact breaks up with Chakotay. He becomes captain of Voyager and she, with her old ship's holographic Doctor, joins a civilian Federation "think tank". No comic appearances have yet covered this "relaunch"--unlike the way in which the Pocket relaunch of DS9 was incorporated into some comic work. Moreover, the relaunch, which started in the summer of 2003, seemed to stall in December of 2004 after having produced just two storylines.

SInce the Pocket Books relaunch was neither canonical nor popular, future comic writers of the character would seem free to ignore these developments.
