Sarnak has a high pitched wistle that's frequency is close to that of a man's or animal causing intense pain to those who hear it.

Sarnak was once one of the recording business's greatest sound engineers, a living legend among his peers. All of that changed when it was revealed he was involved in producing illegal copies of popular albums and arrested. As he tried to escape, he apparently injured his face. In the months he spent recovering, he studied sound and created his control whistle which allowed him to control the minds of humans or animals by matching the vibration pattern within brains. He used this in service of the Committee, a group that used him to create fear and unrest in Los Angeles, claiming that at times of unease, the economy booms. He created his Legion of Fear out of the homeless population of Los Angeles. One of the members was Tatterdemalion, who he sent after Werewolf by Night at the command of the Committee as they thought a werewolf would do wonders in increasing the fear among Los Angeles.

Sarnak was eventually able to temporarily capture both Werewolf by Night and his sister Lissa, who the Committee thought may be cursed with lycanthropy as well, but was defeated when Werewolf by Night transformed back into Jack Russell and was able to enlist the help of Buck Cowan to have his friend Jim Kerry create a device that would cancel out Sarnak's control whistle.

With the fear of being controlled removed from the situation, Jack returned to where he was held hostage with his sister Lissa and waited for the full moon to rise. He transformed into Werewolf by Night and was able to save his sister and destroy Sarnak's whistle, freeing all his minions from his control. They turned on Sarnak, and beat him to death, knocking off his mask to reveal a perfect face, showing it was never his physical features that were scarred and changed, but his immortal soul instead.

Real first and last name were revealed in The Official Handbook of the Marvel Universe (1983) #11, under the entry for the character Tatterdemalion.
