Possesses time-traveling technology

Per Degaton was assistant to Professor Zee, a brilliant American scientist. Zee invented a time machine, but Degaton shot him and stole the device.
By using Zee's machine for short-term gains through gambling, Degaton soon amassed enough money to outfit an army, complete with armored tanks. With hired criminals as soldiers, Degaton traveled to the year 331 B.C. where he allied with Darius, King of the Persians, to defeat Alexander the Great.
Degaton's time traveling affected the 20th century, causing certain inventions to never exist. His tanks were now more advanced than anything this world could defend against, and Degaton ruled the Earth.
Professor Zee, who had only been wounded, contacted the Justice Society of America, who went back in time and aided Alexander's forces, thus countering all of Degaton's work.
Time was "reset", with Degaton once again serving as Zee's assistant, and nobody remembering the previous events. However, Degaton remembered through a series of dreams, and once again stole Zee's time machine, this time killing Zee with his bare hands.
Degaton continued to scheme to conquer the world, as he traveled through time...
